In the aftermath of the Holocaust, a global governance regime emerged to prevent and punish the crime of genocide. Despite cries for “Never Again,” genocide has indeed happened “Again and Again.”

Guest speaker Dr. Annelies Kamran will discuss the historical development of international law, norms, institutions, and practices over the past 70 years and analyze the limitations of the anti-genocide regime, including humanitarian intervention and the responsibility to protect (R2P), in the twenty-first century.
